1 cup chocolate chips (semi-sweet or milk chocolate)

For the Cake:

2 1/2 cups all-purpose flour

2 1/2 teaspoons baking powder

1 teaspoon baking soda

1/2 teaspoon salt

1 cup unsalted butter, softened

2 cups granulated sugar

4 large eggs

1 tablespoon vanilla extract

1 cup whole milk

For the Frosting:

1 cup unsalted butter, softened

4 cups powdered sugar

1 teaspoon vanilla extract

2 tablespoons heavy cream (or more as needed)

1/2 cup mini chocolate chips for garnish

Instructions
 

Prepare the Cookie Dough:

    - In a large bowl, cream together the softened butter, brown sugar, and granulated sugar until light and fluffy.

      - Add the vanilla extract and mix until incorporated.

        - Gradually add the heat-treated flour and salt, mixing until just combined.

          - Stir in the chocolate chips.

            - Spread the cookie dough onto a parchment-lined baking sheet and refrigerate for at least 30 minutes while you make the cake.

              Make the Cake:

                - Preheat your oven to 350°F (175°C). Grease and flour two 9-inch round cake pans.

                  - In a medium bowl, whisk together the flour, baking powder, baking soda, and salt.

                    - In a large bowl, beat the softened butter and sugar until fluffy.

                      - Add the eggs one at a time, mixing well after each addition.

                        - Stir in the vanilla extract.

                          - Gradually mix in the dry ingredients, alternating with the milk, beginning and ending with dry ingredients. Mix until just combined.
